Engagement in National STEM Initiatives

EBC recently attended the Annual Cambodia STEM Festival 2026, organized by STEM Education Organization for Cambodia. At the event, EBC showcased high-quality educational content, including digital learning platforms and AR-VR technology, which garnered significant public interest. Through this festival, more than 5004 students had the opportunity to learn more about the EBC platform, which is a platform that provides free education and supports long-term learning.

Royal Academy of Cambodia (RAC): On February 17, 2026, Senior Operations Manager Mr. Chim Sokranupheap met with Mrs. Keo Khemera of the Royal Academy of Cambodia (RAC) to discuss two key initiatives: coordinating an official study visit to the EBC Organization and developing a joint eLibrary system. This partnership aims to modernize Cambodia’s academic landscape by providing students and researchers with broader access to high-quality digital learning resources.

Pour un Sourire d’Enfant (PSE): On the afternoon of February 2, 2026, Mr. Se Mouthycheat, President of EBC, warmly welcomed teachers and students from Pour un Sourire d’Enfant (PSE) for a study visit. During the visit, the students toured EBC’s E-learning studio, editing room, production room, XR exhibition room, and training facilities. In addition, the students expressed strong interest in participating in internship opportunities with the EBC team.

JICA (Japan): On the morning of February 16, 2026, EBC President Mr. Se Mouthycheat chaired a consultative meeting with a JICA Cambodia delegation led by Mr. Koji Takahashi to advance digital education. The discussion centered on producing 12+4 teacher training videos, managing the Learning Management System (LMS), and strengthening overall technological cooperation. Through this partnership, EBC continues to expand and enhance the quality of Cambodia’s digital learning landscape nationwide.

Huawei: On the afternoon of January 28, 2026, EBC President Mr. Se Mouthycheat met with a Huawei Technologies delegation, led by Directors Mr. Derek Yang and Mr. Ding Bin, to explore strategic infrastructure collaborations. The discussion focused on EBC’s key achievements and technical requirements, aiming to identify future opportunities to strengthen digital support and network solutions for partner schools.

Apsara Media Service (AMS): On the afternoon of February 13, 2026, Senior Operations Manager Mr. Chim Sokranupheap led the EBC team on a site visit to Apsara Media Services (AMS) to explore advanced studio technology and operational workflows. This visit serves as a key step in exchanging technical expertise and strengthening the partnership between the two organizations. Both teams are now focused on future co-production projects aimed at enhancing high-quality content for the Cambodian audience.

Teachers Training

To ensure the sustainability of the digital education sector, the EBC has continued to diligently organize training sessions on the use of the Learning Management System (LMS) for teachers at partner schools, including 13 New Generation Schools (NGS) and 18 Community Tech Centers in Takeo Province, aimed at strengthening teaching and learning capabilities for higher efficiency.

Technical Support Mechanisms

EBC technical team consistently strives to coordinate and promote the use of the Learning Management System (LMS) at partner educational institutions by:

  • Ensuring the system operates smoothly 24 hours a day.
  • Monitoring and resolving any technical issues that may arise.
  • Providing guidance on how to use new features to school system managers.

To meet practical needs and provide prompt service, the team has established an official Telegram channel to offer direct technical assistance to teachers, students, and school managers. When users encounter a technical problem, they can report it immediately, and the expert team will respond with a timely solution. eLibrary: The eLibrary is a smart digital solution designed to modernize library management according to international standards by providing features like digital cataloging and an Online Public Access Catalog (OPAC) for rapid resource searching. Beyond streamlining administrative tasks through automated borrowing, member data management, and real-time usage tracking, the system promotes sustainable digital research and reduces paper consumption by connecting educational institutions to a vast repository of knowledge.

EBC IPTV: The EBC IPTV Service represents a revolution in digital education, enabling students to engage in self-study for both general knowledge and life-long learning skills 24/7. Through its Video on Demand (VOD) feature, learners can review lessons at any time, providing an effective solution to bridge knowledge gaps and offer equitable learning opportunities for students in remote areas across the country.

Engagement in International Event

In 2026, the Ministry of Post and Telecommunications nominated the project on the Establishment and Operation of the Educational Broadcasting Cambodia (EBC) Platform for the 15th World Summit on the Information Society (WSIS) Prizes 2026, organized by the International Telecommunication Union (ITU). Currently, the EBC project has been shortlisted for the global WSIS Prizes 2026.

Expanding Partnerships with Development and Private Sectors

Phnom Penh Teacher Education College (PTEC): On April 29, 2026, the Educational Broadcasting Cambodia (EBC) organization coordinated and organized a study visit for a delegation from the Phnom Penh Teacher Education College (PTEC), led by Assistant Professor Peng Tytsothy, at Hun Sen Sereipheap High School. The main focus of this visit was to study and understand the implementation of the Learning Management System (LMS) and the Flipped Classroom methodology to enhance the quality of digital education in Cambodia.

ACLEDA University: On the morning of April 20, 2026, Mr. Se Mouthycheat, President of EBC Organization welcomed discussion with the Head of the AUB Career Center and two representatives from ACLEDA University of Business (AUB) for a consultative meeting. The session was organized to strengthen the strategic partnership between EBC and AUB, focusing on future collaborative frameworks and shared operational goals.

Westland International School: On the afternoon of March 25, 2026, Mr. Se Mouthycheat, President of Educational Broadcasting Cambodia (EBC), led a delegation to visit all three campuses of Westland International School. The delegation was warmly welcomed by Oknha Chea Dana, Chairman of the Board of Directors, along with the management team and staff of Westland International School. The primary objective of this meeting was to discuss and identify strategic synergies for future collaboration. Key areas of focus included the promotion of EBC’s digital education platform, human resource development, and the strengthening of professional ties to achieve shared goals in the digital era.

Jungwon University (JWU): On the afternoon of March 24, 2026, EBC Organization held a signing ceremony for a Memorandum of Understanding (MoU) with Jungwon University (JWU). The ceremony was presided over by H.E. Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications and Chairman of the Project Management Committee on the Establishment and Operation of Education Nurseries Using Information and Media Technology.

This MoU aimed to:

  • Promote cultural exchange and Korean language training.
  • Provide high-level skills and extensive knowledge to Cambodian youth.
  • Strengthen future cooperation between the two countries.
The vision of this partnership is to contribute to the growth of Cambodia’s education sector by combining EBC’s nationwide media reach with the world-class academic expertise of Jungwon University (JWU). Under the spirit of “Win-Win Growth” and “Mutual Sustainability,” this collaboration aims to ensure long-term benefits for Cambodian students and citizens.

Helpcode Cambodia: On the morning of March 12, 2026, Mr. Se Mouthycheat, President of the EBC Organization, welcomed and held a consultative meeting with representatives from Helpcode Cambodia and the Royal National Lifeboat Institution (RNLI). The meeting was organized to exchange insights and provide an overview of EBC’s infrastructure and work progress. Furthermore, the discussions focused on identifying areas for further development and exploring potential opportunities for future collaboration.

Learning Management Systems (LMS) and Support Center

Teachers Training

To ensure the sustainability of the digital education sector, the EBC team conducted eight training sessions for teachers at Community Technology Centers (CTC) on how to use the Learning Management System (LMS). A total of 1,806 participants—including core trainers, teachers, and teaching assistants (TAs)—attended these eight training sessions across all CTC locations.

Technical Support Mechanisms

To strengthen the effectiveness of the LMS system in partner schools, the EBC technical team has been providing direct technical support through their official Telegram channel. Currently, more than 3,400 teachers and students are utilizing this service to resolve various technical issues in a timely and efficient manner.

Discovery Festival 2026: On Wednesday 06 May, 2026, EBC was honored to participate in the 8th Discovery Festival, organized by the University of Puthisatra (UP), with the aim of promoting science and technology education for the younger generation.

WSIS Prizes 2026: The EBC eLearning platform was recognized as a global Champion Project at the prestigious WSIS Prizes 2026, ranking among the top five outstanding eLearning initiatives worldwide by securing 2.2 million votes out of 1,595 competing projects. Organized by the International Telecommunication Union (ITU), the awards honor initiatives using Information and Communication Technology (ICT) to advance the UN Sustainable Development Goals (SDGs), making this milestone a strong testament to Cambodia’s rising capabilities in digital innovation.

Expanding Partnerships with Development and Private Sectors

Viettel Cambodia/Metfone: Memorandum of Understanding (MoU) Signing Ceremony Between EBC Organization and Viettel Cambodia (Metfone). The purpose of this MoU signing ceremony is to:
  • Broadcasting EBC content through the OTT-TV TV360 by Metfone platform.
  • Providing “KradasSar” and “Path of Dharma” animated videos for broadcasting on EBC’s website.
  • Collaborating in strengthening the educational sector and digital educational content dissemination.
We hope that under this MoU, the cooperation between both institutions will become a meaningful step forward in opening a new chapter for digital education.

SOMA Initiative: On June 24, 2026, the EBC Organization organized a study tour and opened focal teacher training course under collaboration with the SOMA Initiative and the Romeas Haek District Administration, Svay Rieng Province, with the participation of Her Excellency Cham Krasna, CEO of Soma Group and Chairperson of the Soma Initiative, Mr. Mam Sambath, Deputy Governor of Romeas Haek District, Mr. Se Mouthycheat, President of the EBC Organization, principals, vice-principals, teachers, and students from 5 high schools, totaling more than 50 participants, including: Hun Sen Chrey Thom High School, Samdech Chea Sim Ampil High School, Romeas Haek High School, Ampil Pou Thom High School, and Chik Dei High School, among which 25 focal teachers received training from the digital team of the EBC Organization. In addition, after completing the training course, all focal teachers will take the knowledge and skills to continue training teachers and students at the 5 high schools. Please be informed that the EBC Organization’s LMS platform will be launched at Hun Sen Chrey Thom High School after the completion of this focal teacher training course as well.

Ministry of Women’s Affairs: On June 23, 2026, Mr. Se Mouthycheat, President of EBC Organization, accompanied His Excellency Sun Rapid, Undersecretary of State of the Ministry of Post and Telecommunications, high representative of His Excellency Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications and Chairman of the Steering Committee of EBC Organization, to welcome and hold a working meeting with Her Excellency Kry Nallis, Secretary of State of the Ministry of Women’s Affairs, and her working group. The purpose of this discussion was to understand the usage of the LMS digital learning platform and educational content production, as well as to discuss joint cooperation on various projects.

National Committee for Lifelong Learning (NCLLL): On the afternoon of June 08, 2026, Mr. Se Mouthycheat, President of EBC Organization, joined His Excellency Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications and Chairman of the Project Management Committee on the Establishment and Operation of Education Nurseries Using Information and Media Technology, in welcoming and meeting with a delegation from the National Committee for Lifelong Learning (NCLLL). June 24-25, 2026: The EBC team conducted a training session for the Union of Youth Federations of Cambodia (UYFC) Takeo Province on taking the Grade 12 Bac II mock exam on the EBC LMS platform. The training took place at Sok An 1 May High School, Sok An Prey Sandek High School, and Bun Rany Hun Sen Bati High School.

June 19, 2026: Mr. Se Mouthycheat, President of the EBC Organization, led a working group to attend a meeting reviewing the results of the project implementing the EBC platform across 18 high schools with Community Technology Centers in Takeo Province. The event was held under the high presidency of His Excellency Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications and Chairman of the Project Management Committee on the Establishment and Operation of Education Nurseries Using Information and Media Technology, alongside His Excellency Dr. San Vathana, Secretary of State of the Ministry of Education, Youth and Sports, and Mr. Yong Sovathana, Deputy Governor of Takeo Province, representing His Excellency Vei Samnang, Governor of Takeo Province.

June 5-6, 2026: The EBC team conducted training session on “Usage of EBC Platform” for 18 school manager from 6 high schools in Takeo Province. The training session was held at Sok An Prey Sandek High School, coordinated by Mrs. Chit Kimnavy (Deputy District Governor) and Mrs. Sot Chrin Chanlakkhina (Deputy chief of bureau of Education, Youth, and Sports of Traing District). The participating high schools included:
