International Telecommunication Union (ITU)

The International Telecommunication Union (ITU) is the specialized United Nations agency for digital technologies, established in 1865. Based in Geneva, it coordinates shared global use of the radio spectrum, promotes satellite orbit cooperation, and sets technical standards to connect the world.
The primary purpose of these collaborations is to drive a comprehensive digital transformation within Cambodia’s education sector by bridging the digital divide and fostering a robust learning ecosystem. By enhancing the EBC platform and providing essential hardware—such as laptops, tablets, and remote internet access—these initiatives ensure that high-quality, digital-first learning is no longer a luxury but a standard. This effort is underscored by a commitment to equity, evidenced by zero-rated or low-cost data access that removes financial barriers to online materials. Ultimately, these partnerships align with the Cambodia Digital Government Policy 2022–2035, aiming to empower students and teachers alike with the digital literacy and lifelong learning skills necessary to thrive in a modern global economy.
• Digital Content & Access: EBC provides diverse, high-quality educational content ranging from K-12 to life skills. This includes producing content designed for television and digital broadcasting to reach students nationwide.
• Zero-Rated Data Access: Through partnerships, such as those with Smart Axiata, Cellcard, and Metfone, students can access the LMS without incurring mobile data charges, a major step for equity.
• School Digitalization & Training: The initiative supports the digitalization of schools, specifically through training teachers on modern pedagogy and digital tools. The project focuses on building capacity within schools, particularly in New Generation Schools and ideal schools.
• Strategic Partnerships: The collaboration acts as a bridge between the Ministry of Post and Telecommunications, the Ministry of Education, and technology providers to ensure sustainable, long-term educational impact.
• Expansion Plans: The partnership aims to expand these digital tools to 500 rural schools between 2027 and 2028, training over 1,500 teachers in the initial phases.
